Building Regulations



WHAT ARE THE BUILDING REGULATIONS

The Regulations are intended to ensure the safety, health, welfare and convenience of people in and around buildings. They are also designed to further the conservation of fuel and energy. The current regulations were amended on 30th Nov 2006.

Amendments to Parts F, L and R of the Building Regulations (Northern Ireland) 2000

The Building (Amendment) Regulations (NI) 2006 were made on 31 August 2006 and will come into operation on 30 November 2006. This amendment revises and renames Parts F, L and R of the Regulations as follows:
  • Part F: Conservation of fuel and power;
  • Part L: Combustion appliances and fuel storage systems; and
  • Part R: Access to and use of buildings.

The Regulations impose certain mandatory requirements (called functional or performance requirements) in relation to:-
a. The construction of any building and to certain services/fittings in conjunction with any building.
b. The structural alteration or extension of any building and
c. Any building undergoing a material change of use.

Guidance on how to do this can be found in Technical Booklets prepared by the Department of Finance and Personnel. Adherence to the methods and standards detailed in the Technical Booklets means that the work will be “deemed-to-satisfy” and must be accepted by Building Control as complying with the relevant Regulations.

A designer or builder can, however, use other methods, provided it can be demonstrated that the requirements of the Regulations have been met.
